WILLIAM was born on May 27, 1930 in For Smith, Arkansas.
Graduated from Northeast High School in 1948.
Enlisted in the Air Force in 1951, receiving his Wings and Commission in October 1952 and was on active duty until October
1955.
Received a Bachelor of Arts degree from Baylor University in 1956.
Received LL>B degree from Baylor University of Law in 1958.
He practed law in Waco, Texas from 1958-1969 and then left to become a member of the Department of Justice in Washington,
D.C. He was Chief of the Government Operations Section, Criminal Division.
He was appointed United States District Judge for the same area in 1974. He became Chief Judge of that court in 1980.
He served on both the State Bar of Texas and the Judicial Conference of the United States.
He resigned his position as District Judge to become the FBI Director on November 1, 1987.
